INTRODUCTION TO THE BRING YOUR POUCHES BACK ALLIANCE

The Bring Pouches Back  initiative seeks to reverse a recent decision by the outgoing federal government, which—through a unilateral ministerial order—banned the sale of these essential products in convenience stores. As a result, nicotine pouches are now only available in pharmacies—a policy that convenience retailers  argue is both unnecessary and counterproductive.

REACHING SMOKERS WHERE THEY SHOP

There is no sound public health rationale for barring Health Canada-approved nicotine cessation products from Canada’s 22,000 convenience stores. These stores are where most smokers already buy their tobacco products, making them the ideal location to promote alternatives that help people quit. 

Banning regulated and approved cessation products from licensed retailers only drives consumers to purchase unregulated and illegal alternatives from the black market.

A VITAL SOURCE OF EMPLOYMENT AND COMMUNITY SUPPORT

At a time when public health and economic resilience are top national priorities, the convenience store industry plays a crucial role. These stores are not only providers of essential services, but also vital sources of employment in communities across Canada.

However, the sector continues to face mounting challenges—from rising operational costs and the growth of illicit markets, to burdensome credit card fees. These pressures have forced hundreds of stores to close annually, threatening the viability of stores particularly in rural areas.

SUPPORTING PROVEN, HEALTH CANADA-APPROVED SOLUTIONS

Nicotine pouches are Health Canada-approved tools that can help Canadian smokers transition away from combustible tobacco. Allowing their sale in convenience stores would improve adult accessibility, offer smokers more on-the-spot options to quit, and generate an important revenue stream for struggling businesses.
