Dear Premier Kinew,
Running a convenience store is not easy. It means long hours, tight margins, rising costs, and increasing concerns around theft and safety. Despite these challenges, we continue because our stores play an essential role in communities across Manitoba.
That is why it is so frustrating when government decisions make it harder for us to operate—especially when those decisions may have unintended consequences for public health.
In August 2024, the federal government imposed a Ministerial Order that removed nicotine pouches from convenience stores without consultation. To date, there has been little explanation provided to small business owners like myself as to why this step was necessary.
Nicotine pouches are not cigarettes. They are widely recognized as a lower-risk alternative for adult smokers and have become an important tool for those trying to quit. Prior to the federal order, these products were sold responsibly in convenience stores, with strict age-verification practices and compliance checks.
Since the restriction was introduced, many customers have not simply shifted to pharmacies—they have turned to unregulated and illegal sources, particularly online. These products are not subject to the same standards, and age verification is often weak or nonexistent. This outcome runs counter to the shared goal of reducing harm and protecting young people.
I recognize that your government is committed to improving health outcomes and reducing addiction in Manitoba. Allowing regulated, lower-risk nicotine alternatives to be sold through responsible retail channels supports that goal by keeping these products within a controlled and accountable environment.
Alberta has already called on the federal government to reconsider this policy. I respectfully ask that your government do the same—advocating for a balanced, evidence-based approach that supports harm reduction, protects youth, and allows small businesses to remain viable in the communities we serve.
